Implements and oversees temporary traffic management infrastructure to ensure the safety of workers, motorists, and pedestrians during road closures or part road closures due to construction, maintenance, or roadside works, public events, or emergency responses on, near, or adjacent to roads. Has overall onsite responsibility for traffic management.

May visit and inspect proposed worksite; may prepare and submit (now superseded) a Traffic Management Plan (TMP) for approval in accordance with the New Zealand Transport Agency (NZTA) Code of Practice for Temporary Traffic Management (CoPTTM); implements/oversees the set-up and removal of traffic management infrastructure (e.g. signs, cones, barriers, automated controls) according to an approved TMP; controls and/or may pilot traffic though a worksite; supervises Road Traffic Controllers; inspects, and may audit and document, worksite compliance; completes incident reports; may be on-call to multiple worksites.

• Predominantly works outdoors, may sometimes work in a vehicle cab, may sometimes work in an office setting.
• Works in all but extreme weather conditions and wears appropriate protective clothing as required.
• May work in dusty and noisy conditions.
• Often operates as part of a road construction work team.
• May need to walk or drive over uneven outdoor surfaces resulting in jolting and jarring.

• Light to medium to occasionally heavy physical demand level.
• Standing and walking are frequently required. Sitting and driving will be required occasionally to frequently, depending upon requirement to operate a vehicle or complete administrative tasks.
• May be required to use hand-held objects and equipment such as stop/go signs, walkie-talkies, cell phones, pens, and computers.
• Repetitive movements may be required on an occasional to frequent basis.
• Mental skills include knowledge of relevant regulations, competency in understanding TMPs, planning, organisational, measurement, counting, observation, evaluation, and communication skills.

Either a NZTA Level 1 and/or 2 and/or 3 Site Traffic Management Supervisor certification and associated warrant (now superseded); or a NZTA Site Traffic Management Specialist (STMS) Category A and/or B and/or C and/or Mobile certification and associated warrant; depending upon the type of roads to be managed (ANZSCO Skill Level 4). At minimum a Class 1 Driver Licence will be required, a Class 2 Driver Licence may be required or advantageous. For some specific roles a Load Pilot certification may be required or advantageous. In some instances relevant experience may be required in addition to the formal qualification.

There are opportunities for flexibility of movement but they are limited.
